Covid Task Force Circular Letter Number 23 of 2021 on Health Protocol for International Travel during Corona Virus Disease 2019 (Covid-19) Pandemic

Covid Task Force Circular Letter Number 23 of 2021 – For the purpose of preventing the rising of transmission of Covid-19 including the new mutated variant such as SARS-CoV-2 variant B.1.1.529 which was found on several countries, there is a need to stipulate Circular Letter on Health Protocol for International Travel during Corona Virus Disease 2019 (Covid-19) Pandemic as follows:

1. Indonesian Citizen (WNI) with travel history from overseas is allowed to enter Indonesia by following strict health protocol set by the government;

2. Temporarily closes entry for foreigner with travel history (either directly or transit) to the following country/area in the last 14 days:

a. Country/area which has confirmed the existence of transmission of the new SARS-CoV 2 variant B.1.1.529, including South Africa, Botswana, and Hong Kong;

b. Country/area which is geographically near with the transmission of the SARS-CoV 2 variant B.1.1.529 significantly, including Angola, Zambia, Zimbabwe, Malawi, Mozambique, Namibia, Eswatini, and Lesotho.

3. The temporary closing of entry for foreigner as mentioned above is excepted for the followings:

a. For those without travel history in the last 14 days to the above- mentioned country/area;

b. As stipulated in the Regulation of the Minister of Law and Human Rights Number 34 of 2021 on Issuance of Visa and Stay Permit during the Period of Corona Virus Disease 2019 Transmission and National Economic Recovery;

c. In accordance to the agreement scheme (bilateral), such as Travel Corridor Arrangement (TCA); and/or;

d. Has acquired special permit in written from Ministry/Institution.

4. Every International Traveller, both Indonesian and foreigner is required to comply with the following rules:

a. Comply with the health protocol;

b. Has acquired the complete Covid-19 vaccine certificate at least 14 days before departure, with additional rules as follows:

i. For Indonesian or foreigner from overseas that hasn’t been vaccinated, will be vaccinated on the quarantine location upon
arrival in Indonesia and has checked negated RT-PCR. For foreigner, there’s another additional rules:
a. Is between 12-17 years old;
b. Holder of diplomatic stay permit, official residence permit, limited stay permit, or permanent stay permit.
ii. Foreigner which will travel from Indonesia (domestic or international), is required to be vaccinated first;
iii. Vaccination requirement is excepted for:
a. Foreigner holder of diplomatic visa or service visa which is related with official visit/state visit of foreign official of ministry level or above and foreigner entering Indonesia using Travel Corridor Arrangement in accordance to reciprocity principle while still following strict health protocol;
b. Foreigner which will travel domestically with the purpose of transit in order to continue with international flight exiting Indonesian, with the following requirements:
i. Not leaving the airport area during transit;
ii. Acquire permit from the local port health office;
iii. Show the related flight ticket.
c. International traveller under 18 years old;
d. International traveller which couldn’t be vaccinated due to special health condition or comorbid disease (as proven by statement letter from doctor).
iv. If the vaccine certificate is written in foreign language, it needs to be written in English as well.

c. Show a negative RT-PCR test result which was taken at most 3×24 hours before departure;

d. Conduct another RT-PCR test upon arrival, followed by quarantine for 7×24 hours;

e. For Indonesian coming back from country/area as mentioned in point 1 above, will still be allowed to enter Indonesia with the requirement to take RT-PCR test upon arrival and followed by quarantine for 14×24 hours;

f. Quarantine requirement as mentioned above is implemented with the following rules:

i. For Indonesian, which are Indonesian Migrant Worker, student, or government official coming back from official trip overseas, shall follow the Covid Task Force Circular Letter Number 14 of 2021 on Entry Point, Quarantine Location, and RT-PCR Requirement for Indonesian International Traveller with the cost covered by Government;
ii. For Indonesian other than mentioned above and also for foreigner, including diplomat, not including head of foreign representative and the family of head of foreign representative, shall be quarantined at the accommodated quarantine location recommended by the Covid-19 Task Force;
iii. If the head of foreign representative and the family in Indonesia could do self-quarantine at their own residence, it shall be conducted for 7×24 hours.

g. If the re-test of RT-PCR upon arrival shows a positive result, further treatment and hospital shall be taken with the cost covered by the government for Indonesian or covered by the person him/herself for foreigner;

h. In the event the foreigner couldn’t cover the cost for self-quarantine and/or treatment at hospital, the responsibility shall fall to the sponsor or institution which issued the entry permit for that foreigner;

i. RT-PCR test shall be retaken after quarantine, which is on the 6th day (for 7×24 hours quarantine) or on the 13th day (for 14×24 hours quarantine);

j. If the RT-PCR test above resulted in negative, the related person shall be allowed to leave, however if it resulted in positive then further treatment shall be taken following the same regulation;

k. RT-PCR test as mentioned in point I can be asked for comparison with the cost covered by the requester him/herself on the following hospital:

i. RSU Pusat Cipto Mangunkusumo (RSCM);
ii. RS Pusat Angkatan Darat GatotSoebroto (RSPAD);
iii. RS Bhayangkara Raden Said Sukanto (RS. Polri)

It shall be conducted at the same time by the port health office or laboratory in coordination with the quarantine accommodation place.

5. Exception for the temporary closing of entry for foreigners and quarantine requirement can be given under strict health protocol to:

a. Foreigner holder of diplomatic visa and service visa;

b. A foreign official at ministry level or above together with his/her group which shall conduct an official/state visit;

c. Foreigner entering Indonesia through Travel Corridor Arrangement; or

d. Delegations of countries for G20.

6. The mentioned strict health protocol includes:

a. Using 3 ply cloth mask or medical mask, which covers the nose and mouth;

b. Not allowed to talk during the trip;

c. Not allowed to eat/drink during flight less than 2 hours except for medical requirement which could be dangerous to his/her health if not taken.

7. Every International Traveller and Transport Vehicle Operator is required to use the app PeduliLindungi;

8. Supervision for health quarantine of cargo ship and ship crew shall refer to the more specific regulation from ministry of health through port health office;

9. Foreign International Traveller with tourism purpose which has no travel history in the past 14 days to the country/area as mentioned previously in point 2, shall be allowed to enter Indonesia with the following rules:

a. Entry point through Bali and Riau Islands Airport; and

b. On top of the vaccine and RT-PCR requirement as mentioned previously, the following documents are also required:

i. Short visit visa or other entry permit in accordance to the prevailing regulation;
ii. Proof of health insurance with minimal coverage of USD 100.000 including coverage for Covid-19; and
iii. Proof of booking order and payment for accommodation place during they stay in Indonesia.

This Circular Letter is effective from 29 November 2021

Circular Letter of Directorate General of Immigration Number IMI-0269.GR.01.01 TAHUN 2021 stipulates the following:

  1. Limiting entry temporarily for foreigner which has stayed or visited South Africa, Botswana, Namibia, Zimbabwe, Lesotho, Mozambique, Eswatini, and Nigeria in the last 14 days;
  2. Limiting visit visa and temporary stay visa issuance for the citizen of visited South Africa, Botswana, Namibia, Zimbabwe, Lesotho, Mozambique, Eswatini, and Nigeria;
  3. This stipulation is excluded for foreigner with the purpose of attending a meeting related to the Indonesian Presidency in the G20.

This Circular Letter is effective from 29 November 2021
