Update on Multiple Visit Business Visa

“As of November 2022, the Indonesian government has relaunched the Multiple Visit Business Visa, which can be used to enter Indonesia through the Immigration Checkpoint in Riau Archipelago. However, with the current law, the Multiple Visit Business Visa can officially be used to enter Indonesia through every immigration checkpoint and can be obtained for a period of up to 5 years.”

Previously, the Multiple Visit Business Visa (“MVBV”) is implemented only in the Riau Islands which targets Singapore Citizens and foreigners with Singapore Permanent Resident status. This policy is a form of Immigration support for global business people, bonafide potential investors, and world billionaires with large capital so that they can easily go back and forth to Indonesia.

However, through Circular Letter No. IMI-9972.GR.01.01 of 2023 concerning Revocation of Circular Letter of Ministry of Law and Human Rights No. IMI-0783.GR.01.01 of 2022 concerning Immigration Policy Regarding Visitor Visa Services for Several Special Business Trips in Batam and Bintan Region during the 2019 Corona Virus Disease Pandemic, it has been stated that the Multiple Visit Business Visa can be used to enter Indonesia through every immigration checkpoint in Indonesia. Furthermore, right now MVBV has been regulated in Regulation of the Minister of Law and Human Rights Number 22 of 2023 on Visas and Stay Permit “MOLHR Regulation 22/2023”.

Definition of Multiple Visit Business Visa

Prior to MOLHR Regulation 22/2023, based on the Circular Letter Number IMI-0783.GR.01.01/2022 of the Director General of Immigration, Multiple Visit Business Visa (MVBV) allows Foreigners to enter Indonesia several times within 1 (one) year without the need to apply for a visa renewal. With the new regulation, foreigners are allowed to choose between three periods of validity for MVBV, 1 year, 2 years, and 5 years. However, the allocated time for foreigners to stay each time they enter Indonesian territory remains to be for 60 (sixty) days.

Every lapse of such staying period, the foreigners must leave Indonesia and re-enter Indonesia with the Multiple Visit Business Visa (MVBV) as mentioned. However, every re-entry to Indonesia does not require a renewal of the Multiple Visit Business Visa (MVBV) because the Multiple Visit Business Visa (MVBV) caters to the re-entry to Indonesia for the validity period of the Multiple Visit Business Visa (MVBV).

Terms and Conditions Multiple Visit Business Visa

Previously, the Multiple Visit Business Visa (MVBV) users are only allowed to enter and leave Indonesian territory through the Immigration Checkpoints (TPI) in the Riau Archipelago. Subsequently, they can visit various places/areas while in Indonesia.

However, with the current law, Foreigners who have obtained Multiple Visit Business Visa (MVBV) are allowed to enter Indonesia through every immigration checkpoint in Indonesia, including airports for airborne travels.

To apply for a Multiple Visit Business Visa (MVBV), foreigners must have a guarantor in the form of a corporation or company in Indonesia. Submission of Multiple Visit Business Visa (MVBV) is carried out through the website https://evisa.imigrasi.go.id/. Below are the Non-Tax State Income (PNBP) fee charged and the required documents:

Multiple Visit Business Visa Visit Purpose

The purpose of Multiple Visit Business Visa is to facilitate foreigners who will travel on business or invest in Indonesia. The ease of immigration provided is a non-fiscal incentive that can generate income for the country and lead to an increase in the people’s economy.

Multiple Visit Business Visa (MVBV) cannot be used to work in Indonesia. This is because due to the prevailing laws in Indonesia, foreigners who are hired to work for a company in Indonesia must obtain working permit from the Minister of Manpower. Therefore, activities that can be carried out by foreigners holding Multiple Visit Business Visa (MVBV) are limited to business talks, negotiation, signing, discussion, tours, government assignments, purchasing goods, meetings, and visiting friends and family.
