Addendum of Circular Letter Number 8 of 2021 Concerning the Health Protocol for International Traveler during COVID-19 Pandemic

There has been an increase in the spread of the SARS-CoV-2 and other new SARS-CoV-2 variants (Variant Alpha, Beta, Delta and Gamma) in various countries, including Indonesia. As a result, the government added special provisions for international travelers entering Indonesian territory to protect Indonesian citizens by implementing stricter health protocols.

1. The Content of Circular Letter

a. All International Travelers, both Indonesian Citizens (WNI) and Foreigner (WNA), must comply with the following conditions/requirements;

i. For Indonesian Citizens (Indonesian Migrant Worker/Student/Government Employees who return from official trips to serve quarantine and do RT-PCR test which borne by the Government;

ii. For Indonesian Citizens who exclude the criteria as referred above, foreigners, including foreign diplomats, serve quarantine at accommodation places that have received certification for the implementation of COVID-19 quarantine and paid independently;

iii. Heads of Foreign Representatives and their families serving in Indonesia can do self-quarantine at their own residences for 8×24 hours;

iv. The second test of RT-PCR for Indonesian Citizens and Foreigner will be done on seven days of quarantine;

v. If the RT-PCR test result shows negative, the international traveler will be discharged from the quarantine after doing quarantine for 8×24 hours, and they can continue the trip with suggestion to serve self-quarantine for 14 days;

vi. If the RT-PCR test result show positive then the International Traveler should be hospitalized, for Indonesian Citizens will be borne by the Government and for foreigner should pay independently;

vii. Indonesian Citizens should show the card or certificate (it can be digital or physic card) as proof that already vaccinated with COVID-19 Vaccine complete dosage as a requirement to enter Indonesia. If Indonesia Citizens have not had vaccine abroad, they can get the vaccine at the quarantine accommodation once they’ve arrived in Indonesia after the second RT-PCR examination with negative results;

viii. Foreigner are obliged to show-card or certificate (it can be digital or physic card) as proof that already vaccinated with COVID-19 vaccine full dosage as a requirement to enter Indonesia;

ix. Foreigners who are already in Indonesia and will travel domestic and international are required to do vaccinate through a program or Gotong Royong by the regulations; and

x. Foreigners who hold diplomatic visas and official visas at ministerial level and above, related to official visit at ministerial level and above who enter Indonesia under the Travel Corridor Arrangement and implementing strict health protocols are exempt from the obligation to show a vaccination card or certificate of COVID-19 vaccine (physical and digital).

This circular letter comes into force on 6th July 2021 until further notice.
