“According to Minister of Law and Human Rights Regulation Number 22 of 2023, former Indonesian citizens and descendants up to the second degree can apply for limited stay visa for repatriation. Applicants can choose between sponsored and non-sponsored applications, each with distinct requirements. The visa is categorized into three groups with its own maximum duration of stay, 1 or 2 years for former citizens with sponsors, 1 or 5 years for former citizens without sponsors, and 5 or 10 years for descendants without sponsors.”
Limited Stay Visa for Repatriation
Limited stay visas are regulated in the Minister of Law and Human Rights Regulation Number 22 of 2023 concerning Visa and Stay Permit (“MoLHR 22/2023”) and can be granted to foreign nationals for the purpose of either working or non-working, depending on their specific intentions. Furthermore, limited stay visa can be granted for various reasons, one of which is repatriation. The limited stay visa for repatriation is specifically provided to foreign nationals who were formerly Indonesian citizens and their descendants up to the second degree.
Validity of the Repatriation Limited Stay Visa
There are three categories of limited stay visa for repatriation applicant, each of the category with its duration of stay. For a former Indonesian citizen with a sponsor, the limited stay visa can grant the applicant a maximum of 1 (one) year or 2 (two) years of duration of stay. For a former Indonesian citizen applying without sponsor, the limited visa can grant the applicant for a maximum 1 (one) or 5 (five) years of duration of stay.
Meanwhile, for descendants of a former Indonesian citizen up to the second degree, the limited stay visa can grant the applicant a maximum of 5 (five) or 10 (ten) years of duration of stay.
Requirement of the Documents and Information
The application for repatriation limited-stay visa can be classified into an application with sponsors and without sponsors. For the application with sponsors, as stipulated in Article 51 of MoLHR 22/2023, the former Indonesian citizen shall submit the following documents:
- National Passports which are legal and still valid for at least 6 (six) months;
- Proof of guarantee from the Sponsor;
- Proof of having living expenses for themselves and/or their family while in Indonesian Territory;
- Recent color passport photo; and
- Other documents explaining the intention/purpose of the arrival of Foreign Nationals
While for the application without sponsor, as stipulated in Article 52 and 54 MoLHR 22/2023 the documents required consists of:
- National Passports which are legal and still valid for at least 6 (six) months;
- Proof of Immigration Guarantee;
- Proof of having living expenses for themselves and/or their family while in Indonesian Territory;
- Recent color passport photo; and
- Other documents explaining the intention/purpose of the arrival of Foreign Nationals.
A former Indonesian citizen that applied for the repatriation limited stay visa shall also include one of the following documents to prove that they were once an Indonesian citizen:
- Identity Card/KTP;
- Family Card/KK;
- Birth certificate;
- Passport; or
- Land title certificate.
According to Article 53 and 55 of MoLHR 22/2023 a foreigner that is a descendant of a former Indonesian citizen, shall submit these following documents in order to applying for limited stay visa for repatriation:
- National Passports which are legal and still valid for at least 6 (six) months;
- Proof of immigration guarantee;
- Proof of having living expenses for themselves and/or their family while in Indonesian Territory;
- Recent color passport photo; and
- Other documents explaining the intention/purpose of the arrival of Foreign Nationals.
The applicant shall also include one of the following documents to prove that the applicant are descendants of the same bloodline of former Indonesian citizen, up to the second degree:
- Birth certificate;
- Family card;
- Marriage certificate; or
- Other documents that prove and explain the familial relationship with former Indonesian citizen
After obtaining the limited stay visa, the applicant shall enter Indonesian territory within 90 days. As the application for limited stay visa also serves as an application for a limited stay permit,
Commitment Fulfilment
For the application of limited stay visa for repatriation, former Indonesian citizens and their descendants shall submit a guarantee to the Directorate General of Immigration, Head of Immigration Office. For a former Indonesian citizen and their descendants for up to second degree that applying for limited stay visa for repatriation without a sponsor, the applicant must submit the proof of immigration guarantee according to their duration of stay application. The proof of immigration guarantee according to the applicant category is as follows:

The proof of Immigration guarantee requirements must be fulfilled within 90 days since the date the Limited Stay Permit is granted.
Living Cost Requirements
According to Article 51-55 of MoLHR 22/2023, each article emphasizes that the applicant must have proof of living cost for themselves and their family during their stay in the territory of Indonesia. As per the Directorate General of Immigration Decree Number IMI-0262.GR.01.01 of 2023 concerning Amount of Living Cost During the Stay in the Indonesian Territory as a Requirement for the applicant for visit visa and limited stay visa, the applicants for limited stay visa must meet the financial requirements for their stay in Indonesia.
For applicants with purposes other than foreign investments and a stay duration of 5 to 10 years, they must have living expenses amounting to $2,000 US dollars or its equivalent.
