Regulation Update: Circular Letter Number IMI-GR.01.01-1102 of 2020 (“CL 1102/2020”) on Immigration Stay Permit Service in New Normality Order.

General Directorate of Immigration, Ministry of Law and Human Rights has stipulated Circular Letter Number IMI-GR.01.01-1102 of 2020 (“CL 1102/2020”) on Immigration Stay Permit Service in New Normality Order. The scope of this circular letter is as follows:

  1. Provision on Limited Stay Permit (Izin Tinggal Terbatas or ITAS), Permanent Stay Permit (Izin Tinggal Tetap or ITAP), and Re-Entry Permit (Izin Masuk Kembali or IMK) holders who are overseas and have been expired;
  2. Provision on Visit Stay Permit (Izin Tinggal Kunjungan or ITK), ITAS, and ITAP holders which in Indonesian territory and still valid;
  3. The arrangement on Emergency Stay Permit (Izin Tinggal Keadaan Terpaksa or ITKT) holders; and
  4. The arrangement on ITK and ITAS holders which already have telex visa and notification which are in Indonesian territory.

ITAS and ITAP Holders Which Have Been Expired
  1. ITAS and ITAP and/or IMK which have been expired and are overseas, already have an approval letter from Technical Ministry/Institution and in order of family unification.
  2. Obliged to re-enter Indonesian territory for conducting the stay permit renewal in local Immigration Office, 60 days at the latest since the issuance of this Circular Letter.
  3. If it does not meet the aforementioned provision, then it required to apply for new visa in re-enter Indonesian territory.
Valid ITK, ITAS, and ITAP Holders

Valid ITK, ITAS, and ITAP holders which are in Indonesian territory can submit the stay permit renewal application to Immigration Office.

ITK, ITAS, ITAP, Visit Visa on Arrival (Visa Kunjungan Saat Kedatangan or VKSK), and Free Visit Visa (Bebas Visa Kunjungan or BVK) Which Already Obtain ITKT
  1. ITK Holders
  2. ITK holders who already obtain ITKT can renew its stay permit according to prior ITK during the Covid-19 pandemic that has not ended yet and there is no transportation to leave Indonesian territory.
  3. ITK that has been renewed can be submitted for status transfer to ITAS.
  4. The renewal must be conducted at last 30 days since the issuance of this Circular Letter.
  5. ITAS Holders
  6. ITAS holders who already obtain ITKT can renew its stay permit according to prior ITAS.
  7. ITAS that ITAS has been renewed can be submitted for status transfers to ITAP.
  8. If ITAS holders who already obtain ITKT and cannot be renewed must leave Indonesian territory at last 30 days since the issuance of this Circular Letter.
  9. ITAP Holders
  10. ITAP holders who already obtain ITKT can renew its stay permit according to prior ITAP.
  11. If ITAP holders who already earn ITKT and cannot be renewed must leave Indonesian territory at last 30 days since the issuance of this Circular Letter.
  12. VKSK Holders
  13. ITAP holders who already obtain ITKTmcan renew its stay permit according to prior VKSK during the Covid-19 pandemic that has not ended yet and there is no transportation to leave Indonesian territory.
  14. The renewal must be conducted at last 30 days since the issuance of this Circular Letter.
  15. BVK Holders

BVK holders who already obtain ITKT must leave Indonesian territory at last 30 days since the issuance of this Circular Letter.

ITK and ITAS holders Which Already Have Telex Visa and Notification
  1. ITK and ITAS holders who already have telex and are in Indonesian territory can submit the granting of ITK and ITAS to local Immigration Office without leaving Indonesian territory and submitting the visa to Republic of Indonesia Embassy overseas.
  2. ITK and ITAS can be granted after paying Non-Tax State Revenue (Penerimaan Negara Bukan Pajak or PNBP) to local Immigration Office and its payment receive will be regarded as Proof of Having a Visa.

This Circular Letter is effective since 13 July 2020 until further notice.
