Second Home KITAS Application in Indonesia

“The Indonesian Directorate General of Immigration officially launched the Second Home Visa policy by issuing Circular No. IMI-0740.GR.01.01 of 2022 concerning the Granting of Second-Home Visas and Limited Stay Permits. The Foreigner must show the proof of fund of IDR 2 billion or equivalent proven by statement bank letter or the property ownership with luxury category in Indonesia.”

Immigration policy is one of the non-fiscal incentives that can be a stimulus for certain foreigners to stay and contribute positively to the Indonesian economy amidst increasingly dynamic global economic conditions.

Definition of Second Home Visa

Based on Chapter 1 Number 2 Circular of the Director General of Immigration Number MI-0740.GR.01.01/2022 concerning Granting of Visa and Limited Stay Permit Second House, visa is a written statement, both manually and electronically, given by the authorized official to travel to the Indonesian Territory and becomes the basis for granting a Second Home Stay Permit.

Based on Chapter I Number 4 Circular of the Director General of Immigration Number MI-0740.GR.01.01/2022 concerning Granting of Visa and Limited Stay Permit Second House, hereinafter referred to as Second Home Visa, is a non-work visa that is granted to Foreigners and/or their families who live permanently in Indonesia for 5 (five) years or 10 (ten) years. ten) years after fulfilling certain conditions.

Who is Eligible for a Second Home Visa

Parties deemed eligible to obtain a Second Home Visa are foreign nationals or former Indonesian citizens who have made a positive contribution to the Indonesian economy. In addition, there are also Second Home Visa applicants known as a dependent”, which means foreigners who join their husbands, wives, children, or parents who hold Second Home Visas (Families), based on Chapter I Number 10 Circular of the Director General of Immigration Number MI-0740.GR.01.01/2022 concerning Granting of Visa and Limited Stay Permit Second House.

Activity Restrictions for Second Home Visa Holders;

Based on Chapter I number 4 Circular of the Director General of Immigration Number MI-0740.GR.01.01/2022 concerning Granting of Visa and Limited Stay Permit Second House, the Second Home Visa can be owned by Foreign Citizens or their families not in order to work.

However, foreigners holding Second Home Visas can only carry out Investment Activities, Tourists, and Elderly or Retired Tourists.

Application and Requirements for a Second Home Visa and Dependen

Applications for a second home visa can be done easily through a website-based application (visa-online.imigration.go.id).

Based on Chapter II Circular of the Director General of Immigration Number MI-0740.GR.01.01/2022 concerning Granting of Visa and Limited Stay Permit Second House:

The completion time of granting a Second Home Visa for a visit is completed within a maximum of 4 (four) working days after payment of immigration fees in accordance with the provisions of the legislation, Regarding PNBP, the Non-Tax State Revenue (PNBP) rate for this Visa has been set at IDR 3 million for foreigner and IDR 2 million for dependent which can be paid outside the territory of Indonesia through the available PNPB portal.

Moreover, after entering Indonesia, the second home visa holder need to convert their visa to a limited stay permit card (KITAS), and the PNBP for this application is IDR 12 million for the foreigner and IDR 3,5 million for the dependent with the stay period is a maximum for 5 (five) years with the PNBP for re-entry permit is IDR 6 million per application.

Can be paid through the following channels Outside of Indonesia: through the available PNBP payment portal or if the channel outside Indonesia is technically unavailable, the payment in question can be made by the guarantor of the foreign citizen concerned in Indonesia.

Reporting Proof of Fund

The second home KITAS holder is obliged to report the original proof of fund in the form of the following:

  1. Bank Statement Letter; or
  2. Ownership Property Certificate in Indonesia with the luxury category.

The proof of fund must be submitted within 30 (thirty) days to the immigration office since the second home KITAS issuance, except the dependent. The head of the Immigration Office will put the stamp as proof on the foreigner’s passport, and its dependent and do the data updating to the second home KITAS and its dependent after receiving the reporting of proof of fund in the immigration system.

Implementation

In addition, the Director General has confirmed that the Visa policy will be effective in 60 days after the issuance of the Circular Letter.

This policy is effective 60 days after the circular was issued, so that its implementation will be 60 days from 25 October 2022.
